I'm wondering why you want to avoid agency involvement.  Even if you find a possible adoption plan through an attorney, friend, whatever,  at some stage of the process you WILL be involved with an agency, which must certify to the court system that the child's welfare has been protected and best interests served by granting the adoption.  Maybe you need to give this more thought
