  1. The easiest way is to get the parcel number off the deed or the plot map, and go to the library and check the tax records. There are web sites for this too.Sometimes you can use previous owners names, but it usually works best with parcel numbers. You can do a title search too. It's best to do one anyways if you are thinking of purchasing.

  2. probably with the city, if such records are public in your town. ask your local building and compliance office for the website.

  3. a realtor might be able to help you with that.

  4. Jbunit, I am not sure where you are located, but I am in Canada so I will tell you the procedure here.  You would first go the municipal office (perhaps county office where you are) and find the land titles/registry department.  If you have the Property Identifier Number (perhaps called a parcel number or something to that effect in your district) then you can search the computerized database with this.  You would be looking for something called a parcel register (often referred to as an abstract).  It's very much like an abstract you might acquire when you buy a car.  This abstract should list all the title information including sales, mortgages, encumbrances etc.  Along with this information will be document numbers which correspond to the various items listed.  You can use these document numbers to acquire the actual deeds, mortgages etc.  If this process seems daunting to you, the staff at these offices will help you either for free or for a nominal fee depending on what sort of help you need.  If my information is not completely accurate for your district, I apologize, however I do recommend that you contact your city hall and they will quickly direct you to the right place.

  6. You should care about when the house was built, and if there are any delinquent taxes or outstanding liens.

Knowing the names of the previous owners is a waste of your time and of no value whatsoever, UNLESS YOU HAVE GHOSTS!
