You cannot access the electoral roll online.  You can do free searches at most electoral offices, if you can find someone to do it for you.

try this. I actually went to the library this week and It may be possible to access the electoral roll  online .. BUT i have given you the state of Victoria library .. if your dad is elsewhere in AU .. you may have to try elsewhere.
