How can I make a picture to be 50x50

Sorry, what I meant to ask is how can I make a picture to be 50x50 pixels.

50 X 50 what?

If you are using a photo editing program, such as Photo-shop,

then right click on the title bar and click on image size, you can resize it there.

OR

Use the crop tool with the rulers to crop it.

If you are creating a picture, when you open the file > new > blank file, you can choose whatever size you want.

resize it using a photo editing tool that allows you to resample the image.  You can usually tell it what size to resize to.  Make sure you select "pixels" as the unit.

In Paint, open up your image and go to "Image" > "Resize/Skew" and bring it down a certain percentage, not too small.  Then you can take the bottom right-hand corner and pull it until it says 50x50 (shown at the bottom-right of the program).  This is assuming you want most of that picture shrunk to 50x50.

In PhotoShop, go to "Image" > "Image Size" and adjust it that way.

PS, are we talking 50x50 PIXELS?  or Inches?  'Cause what I wrote is for pixels.  It sounds like you want to make an avatar.

and then put edit picture, then put resize, then put custom then put in the boxes 50 *50

or go to microsoft paint and resize the picture there =D
