How can I make a vinyl toy?

Simple question really... I have an design for a character that I'd like to make into a vinyl toy. Are there any websites out there that can sculpt/produce the figure for an affordable price?

You might try contacting some of the companies directly if you are an established artist (one guy I know has had several works of his released on the existing Toy2r lines) but they still tend to produce them on their existing body styles.

Smaller scale it seems doing them on their blanks or perhaps casting your own in resin.
