I guess we are assuming unlimited funds here because this is probably not something you are going to be able to build yourself.  Basically, you are going to have create something similar to what they have at water parks or on cruise ship decks made by the company Flowrider.  You will need a curved apparatus similar to a half pipe.  This can be built out of lumber and plywood.  Next, you will need to cover this with some sort of vinyl or rubber membrane to alleviate the threat of water damage to your wood structure.  This will also protect the board and yourself in the case of a fall.  Next you need to have some sort of water projecting apparatus that shoots out somewhere in the range of 100 gallons/second at the half pipe.  This will create a wave with a layer of water to ride on.  Finally, you need to create a system to capture the water being projected and recycle it by piping it back to your projecting apparatus.

    That or you can just go to a water park.
