How can I make images bigger without stretching them. I work for a website making company and often times?

I have to fit an image to a whole page or something. I know people have talked about vector images, how do they work?

I am a senior web developer, so the best way is photoshop.

Go to photoshop, open the picture which u wanna stretch, then press (Alt+Ctrl+I) where you can resize your image proportionally.
