How can I make my voice sound higher in videos without speeding the video up?

He changed the tempo of the voice, you can do that with a free audio editor called audacity. You can also do that with video editing software called pinnacle studios(I think) but the software isn't free.

I think you can also do it on final cut(not sure)

its not actually higher,,, he increased the pitch of the sound of the video,,, just look fotr it on any video editor,,,  then he put on  a song so it would be more disimulated since other sounds are also pitched,,,
