How can I merge albums of group photos?

There are several albums of different photos but pertains to the same occassion or theme. So I want to merge them according to theme or topic. I was able to do this before, but now only photos in the same album can be rearranged.

I have over 3500 pictures on my computer. Yes 3500. haha

I have ONE big folder of all my pictures to start off with. Then I break it down to different groups. I'm in the Fire Dept. So one of them is Fire. Then in the fire folder,  We will make this short... In my fire folder. I got one folder called Training. These are all different training pictures. Then I might make another folder for the subject of training or date.

Yes, you will end up with a lot folders. But this is the way I like it. You might not. Yes, it does take up more room on the computer than folders on the interent. I also have all my photos on an external hard drive. AND, I also have them on a website called webshots.

That, you can make different albums. The best part, its FREE.

I have over 4000 probably on webshots, I'm not sure the max for a free memeber, but if I have over 4000 on there. I think thats good. haha

You can also set albums to private on there too. So, if you have private pictures that you dont want anyone else to see, this option helps

Either iPhoto08 on Mac or Google's Picasa on Windows.
