I would like a new group member to be recommended by a current group member.

How can I modify the "join in" application to add this ?

There is no way to modify the "Join This Group" process since it is set up by Yahoo!  You could make your group "Closed" where people can join by Invitation only.  (If you do this, you cannot change it back)  Only the group owner or privileged moderator can send invites to people to join your group.  I really think it would be difficult to rely on members to  privately contact  you in order to recommend people and supply you with those people's email addresses so you could send invites.

    If you decided to go that route, you would have to make it known to your current members what you would need from them in order to make it work for your group.  Good luck with whatever decision you make.

While it's true you can't modify Yahoo's default application to join a Group, you can set up an extra step.  You can do this by going to the Files section and adding a file asking the appropriate question(s), then checking the box to send it upon "pending membership".  This would work in tandem with having "restricted" membership.  (If your Group is not on Restricted memebership, then click on Management on the left-hand side of your Group's web page.  Then click on Membership on the right-hand side of the screen.  Then click the Edit link next to Membership Type And Welcome Message.  Then set the Membership Type to Restricted, followed by clicking Save Changes.)
