How can I place a call to Argentina?

I am trying to call my mother in law in Argentina to her mobile. I dont have problems reaching her at her house but the calle does not progress when I try to call her mobile. I am in Puerto Rico and I have to dial 011(international calls) then 54 (Argentina code) and then the phone #. But that way does not works for the mobile. Does anyone knows if calling the cell phones need another city code? Thank you for your help

If you are calling a mobile number dial 011 54 1149 + local number.
