I have used methylated spirits, a soft cloth and elbow grease to clean metal - the alcohol dissolves any grease and grime, or you may prefer to use a commercial metal polish.

If it's just dirty, you can clean with windex, alcohol, or dish detergent. If it is scratched, a jeweler needs to polish it for you, using standard polishing equipment. If the ring is new, let it go for several months and see if the overall "patina" of scratches is acceptable. On new rings, the first scratches show up prominently but over time become much less noticeable.
