How can I prevent fall out when putting on eye shadow?

you can tap off the excess with your eye-shadow brush before putting it on, but you might still get some fall out.  To take away the fall out, I use a big "fan brush" and it sweeps it away.

Try holding a tissue under your eye area against your skin at the same time, then anything falling off your brush will fall onto the tissue.

*you can dampen your brushes.

**use a shade stick/eye crayon on the area and just put the shadow over it and blend (works so well and your colors come out so much deeper/stronger!)**

*or put foundation on your lid

*or eyeshadow primer(urban decay works well*

Wet your brush before putting it in the eyeshadow powder to dampen it a little, use a primer so it sticks better.  And put a translucent powder on your face before starting and use a big puffy brush to brush off the fallout.
