um,you can use a software named ACDsee 5.0 ,when u preview of your picture by this software,in front of it,you clik edit,then choose smallview,you can make it small,then save it.

The simplest way is to convert it from a large image file type (such as .bmp bitmaps) to a compressed format (such as .jpg JPEGs). Microsoft Paint can do this with a simple Open, then Save As.

Right click the images, select Save Picture As. Save picture to your computer, then open it. You will have an option to resize it, and make it fit the dimensions, in cm or pixels. Then upload it using its url on your computer (e.g. mydocuments/mypictures/images001.jpg)
