If you've never done it before then you might want to hire a pro. Just call your local bar or pool hall and they should be able to hook you up with somebody that can do the job. Doing the slate bed is really not too bad , it's the rails that can get tricky. So pay close attention to how it's done and maybe you can do it yourself the next time.

You can re-felt your own table.  It doesn't take any special tools.  You don't want to use glue.  The first thing you do after you decide on which felt, or cloth to use.  You start by disassembling the top portion of your pool table.  From there you can see how your previous felt was put on, it was probably attached using staples.  Remove all of the old staples and lay out your old felt to see, roughly, how it was cut,(don't cut the new felt until it's correctly stretched out and stapled).  Do the same thing with the rails, notice how the old felt was wrapped.  Trust me, you can learn a lot by taking the table apart and seeing how it's done, it's a lot less complicated than people think.  If your still unsure, or if you can't afford to just waste a couple hundred dollars of felt, call your local billiard supply store, or any bar that has a pool table(they usually know someone that re-covers them).

There are professionals who do it.  As the procedure itself requires stretching and special tools, and the glue they use is very strong, I highly recommend that you use a reputable company,  as it should last you a long time.
