How can I register a Yamaha scooter in Oregon that has a 'Totaled-Reconstructed' title brand?

I am caught in what appears to be a catch-22 situation. I purchased a used 2006 Yamaha Vino 125 scooter from a person who got it from a police auction. The title says TOTALED / RECONSTRUCTED, and although the scooter did show some signs of being in an accident, after getting it checked out at a dealer it appears to be in perfect working order. When I took it to the Oregon DMV, they would not let me register it because when they looked up the vehicle by it's VIN, it apparently falls into a class of vehicle that includes imported and non street legal vehicles, all of which require documentation from the manufacturer attesting to their compliance with federal safety and emission standards. I spoke with Yamaha and they would normally just issue me one of these documents, except in this case they refused seeing that the title says TOTALED. So here I am stuck with a perfectly working vehicle that I cannot register. What do I do?

  1. Maybe you chould sell it on Craig's list and buy your old scooter back. I heard it had a nice little scratch on the front fender so it shouldn't be too hard to find.
