How can I remove scratches from my wood stair railings?

The oak railings have a dark walnut stain to them and they are covered with shellac. Over the years they have accumulated many scratches. Is there an easy way to refinish them without any sanding involved?

   I would try linseed oil first but it will take a lot of rubbing to finish the job.
