Look the closest you can get to what you think you're talking about is called a government GRANT.

There are pages out there that enable you to take advantage of receiving government grants, but you have to do some searching on Google. I'm sure noone here is going to willingly give you free money. I've given you all you need, now do.  (Google government grant)

Well if that is indeed true, sooner or later people will begin asking some pretty difficult questions, and your cousin will be put in a very uncomfortable position.  It ain't worth it bro. No scam works forever.
