Well, it depends on where you are sending the SMS from.

I have seen website that allow you to SMS freely, but all the SMS I sent were not received.

Why don't you try one of those worldwide free sms sites, if you can't find free sms for Saudi! There are many listed at http://www.freetextsms.net
