  1. Are you running win98? If so there used to be an APM option in display properties/screen saver/power...

  2. try to download ccleaner, it helps a lot on the shutdown and booting up your computer

  3. download and run this zipped reg file http://kewlguy84.googlepages.com/powerof... , may or may not fix your problem...

  4. THE COMPUTERS BIOS IS TELLING YOU THAT THE OPERATING SYSTEM HAS SHUT DOWN AND NOW IT IS OK TO TURN IT OFF(BIOS).OLDER COMPUTER BIOS PROGRAMS USUALLY HAVE THIS FUNCTION WHERE YOU NEED TO PUSH THE ON/OFF BUTTON ON THE BACK OF THE TOWER.NOTHING IS WRONG WITH THE COMPUTER.THAT IS A STANDARD COMPUTER SHUTDOWN COMMAND WITH MANY SYSTEMS.YOU MAY BE ABLE TO PRESS THE START UP BUTTON ON THE FRONT OF THE PC AND HOLD IT IN FOR A FEW SECONDS UNTIL THE PC SHUTS DOWN.IF YOU CAN GET IT TO SHUT DOWN THAT WAY,START THE PC UP NORMALLY AND DO A NORMAL SHUTDOWN AND SEE IF THAT SOLVED THE PROBLEM.
