How can I set privileges for members to upload photos without them having access to the file section?

I want members to be able to upload their photos, but not have access to upload or modify files in the file section. Is there a way to seperate these? Under management it looks like files/photo privileges are set together. Why is this?? because in the group they have two totally different uses so why shouldn't they have two seperate privileges. I don't get it??

there's been many suggestions to change this, maybe they will on the Beta's. as of current groups, you cant separate the two area's. sorry
