    Firstly you need the money to START the buisness.

    Then you need to find a place to rent/buy that has permissions to be run as a resturant, that or get permission into making it into a resturant, you need to be then (when the place is ready) visited by various people, IE: health and safety, some people who check the facility is safe.

    it's all very complicated, and you also when you have done all that, need to hire someone who can actually cook, waitresses, etcetc

    you need a LOT of money to start such a buisness, and it's a full-time job, and you need to be qualified in that area. Best to become a manager of an owned pub to see if you're up for the challenege first, because that opens a lot of doors
