How can I shrink my jeans without fading the colour?

I wanna shrink my jeans a little bit, but the thing is how does one shrink their jeans. With me, a size 28 is too tight, and size 30 is too loose, basically im going with 30, but the thing is they're usually too long on me and bunch up at the bottom. When I roll them up, they look kinda dumb, and I dont have a sewing machine, or know how to sew, so i cant hem my jeans. So, how can I shrink my jeans? Are there any professionaly places that actually shorten jeans? I dont like putting my jeans in the washer and dryer that much, because theyre darker in colour, and i hate how my colours fade as well. How can I shorten my jeans a little without wearing out the colour or without the ability to sew? I can only find 30/32 jeans where i live, but there's never any 30/30 as well, which sucks, and most mens jean sizes are measured in even numbers. Any tips???

go get the inseam taken in at the dry cleaners.  it shouldn't be more than 15 bucks.
