How can I start my own US city?

Hello, I'm a billionaire who is looking to buy land and start his own city, or at the very least his own town/village. How exactly can I do this, what is the process? Obviously I must buy land, build stuff on it - but how do I get the federal government to recognize it as an actual city with it's own laws, own fire department, own police force, etc?

I was toying with the idea of just creating a large gated community, which anyone can do, but I want to actually be able to set my own laws, have my own police force, fire department, etc. When I say this, I mean I want the city/town/village I create to have it. I don't want to be supreme leader or mayor or anything, but I want to create a crimeless community for like-minded individuals to live in.

As far as I'm aware, a gated community can only have it's own zipcode at most if it's large enough, similar to the Radisson communities in the north east.

But I want my community to be able to have it's own laws. I realize the people in my community would still have to obey federal laws. But also I want certain laws in my community that so far, no other place in the USA has.

As far as land goes, I'm looking at land in Texas, there's thousands of Acres there I can buy for under $20,000,000.

  3. You have to get permission from the state. Hire government people. Have your taxes set. Have boards in your government. For example, the Zoning Board of Planning Board.     then tp make a town a city, it has to be a certian size, and population which then incorporates other towns into its "City" and provides those towns services from th city.
