How can I start my own animal shelter?

I'm not in the States.I'm in South Africa,and I don't have the money to buy a site for it.How do I go about this and who do you think I can ask for help?Thank you!

First step is to check your local licensing requirements.  Your local or national government may have licensing requirements that have to be met.

Ask again when you've got that accomplished.
