How can I stop a person from scamming people online?

There is a person in several yahoo groups that I am in that is scamming people on a daily basis. This person tried to scam me too but I was onto their game before it happened. They are notorious for having several email address and id's so it's a little tricky for people to tell if it's that person or not. I reported to Yahoo but I don't think anything has been done. I have also tried to file a police report but I can't because this person is out of the state that I live in. Does anyone know the legalities in this?

really, user beware. you need much info of the scammer so you could file a report, and most times it's not a scam until you fall for it and have proof of that as well.
