How can I stop garbage scavengers?

Question

Sacramento is filled with old asian women who go through your trash taking your recyclables.

These women are not homeless.

I would much rather my redemption value money go towards the city's general fund to improve roads, hire police officers, etc, than to be spending money for an individual.

How do I stop them from going through my trash?

just because they may not appear homeless does not mean that they are not struggling in some way.
