I have a 52 plate astra car and the seatbelts only 'come on' in an accident or sharp braking - not like some car seat belts which do not pull out until retracted fully.

  1. Give him something he can play on the journey

  2. Try getting something like this:

They're designed to stop the seat belt pulling back on you too tight but it should stop your little 'un leaning forward too - worth a try :)

  3. You could either fit seat belts that lock unless retracted or alternatively I have seen the older type modified by putting a small plastic rivet like device through the center of the belt about 3-4 inches further back than is needed for the belt to pull out to go around the child, this will stop the belt being pulled out further than this but being further back prevents it from stopping the lock applying in an accident and the plastic rivet will not hold in an accident due to the massive deceleration forces in effect (up to 30+G's instantaneous forces are possible meaning the force is equivalent to holding up several thousand kilos).

I would suggest seeing a garage about your options, they know how to install such things properly and the last thing you want is a badly fitted seat belt or modification of a seat belt as that could be as disastrous as not having one at all.  The best option would probably be replacement with a seat belt designed to lock except when fully retracted as this would prevent your child pulling forward without altering the strength or effectiveness of the belt itself provided it is fitted professionally.
