How can I stretch a sweater half a size?

I have a sweater that I love, but it feels about half a size too small. It's 55% ramie, 45% cotton. Is it possible to safely stretch it so it's about half a size larger? If so, how? Should I wash it in cold water and hang to dry? Or pull on it a bit when wet or dry? Or put it over something to hold it stretched in place? Any ideas? Thanks.
