How can I study TOEFL or IELTS?

Hi,I'm from Uzbekistan,and i want ask,how can i study TOEFL,or IELTS

here,there is not any library which i'm able to get english books,and use them.

Or,there is not any shop that sells books like TOEFL and IELTS

But,i very want to learn them

HELP ME PLEASE ABOUT STUDYING THEM !!!!!
