How can I stunt a trees growth?

My elderly Mothers neighbor has a huge tree(3 storeys high at least) that hangs over her garden.

We cant afford a tree surgeon to come and trim the branches-is there a way of (in effect) stunting its growth and stopping it from growing more--even ,as a last resort, neutralizing it?

Don't try and skimp on something that dangerous. Get a tree surgeon.
