  1. It is highly unlikely that a cell phone will sync on your PC without you knowing, a cell phone won't just sync by getting in close proximity, it takes work, and you have to deliberately connect it for it to sync, and here's why

    1. Requires bluetooth-the computer in question requires a bluetooth card or bluetooth dongle, it is possible that this can be built-in when you get the computer, but this is usually the case with laptops, not desktops, and these cards can be easily shut off, and the drivers can be uninstalled if you wish

    2. Discovery mode-the phone or the PC will need to be in discovery mode in order to be able to pick up anything in it's radius, and you have to choose the bluetooth syncing mode on the cell phone, cell phones require user input to do this and can't do it automatically

    3. Allowing and Denying-even if you have a computer with a bluetooth connection, and it's on and set for discovery mode, and you have the driver and software installed, you have to allow that connection, a cell phone won't just connect and start using the PC or the PC's resources, it will first tell you that a device is requesting service, and if you want to allow or deny it

    4. 4 digit security pin-just like a debit/credit card, a bluetooth enabled cell phone requires a 4 digit security PIN, on cell phones, the code can be created on the cell phone's numpad, then be repeated on the computer, this prevents people from getting access to unsuspecting owner's cell phones when they are in radius, this also prevents vice-versa (what you are trying to prevent)

After all of this manual input, the devices can start syncing with each other at any point, but since the cell phone would have to be "registered", it is highly unlikely that somebody's cell phone will just connect to your computer, sync with something, and access personal data, all without you knowing, and if you do run into something where a cell phone is syncing to your PC, ask anybody else who could of been on the system, they would be the culprit

The only other way to sync a cell phone to a computer without bluetooth is through a COM port or USB connection, this means a cable will be comming out of your USB port or COM port and be connected to the cell phone's data port, and like any wired device, if you notice that, just unplug the cell phone from the computer

Computers are unable to connect to a cell phone over the cell phone signal, of course you can get devices that connect a PC to a cell phone network for internet access, but that type of signal is unable to connect to another device through an ad-hoc connection, it would have to travel through the phone network then to the other device, and even then if it shares any data with each other, you'll know about it

Long story short, rest assured that unless you want a cell phone to sync with your PC, it is unable to do so
