How can I tell if my tattoo is fully healed?

If the flakiness is gone, and the redness is gone.

It doesn't flake anymore, you can put lotion on it without it burning like a m**o.  I know it's starting to heal that day where it hurts in the morning, and by afternoon, half of it is starting to itch.  Ooooh, I HATE that itching period.

The flaking is gone is the best sign. If you can go a couple hours without it getting flaky its pretty well healed.
