How do I use packet sniffer to see what users are looking at on the network?

Sometimes when the network slows down, for no apparent reason-is there a way , once on router/core switch/distribution switch -- that I can see what sort of traffic is passing through?

Particularly video streaming , as I suspect this is why traffic gets so slow?

btw , they are all Cisco boxes being used.
