  1. There is only one way to enter New Zealand as a bona fide refugee - through the United Nations High Commissioner for Refugees.

    Each year New Zealand accepts 750 refugees as part of an agreement with the United Nations High Commissioner for Refugees, whereby their status has been ‘mandated’ or authenticated by the UNHCR.

    New Zealand also accepts asylum seekers, who arrive in New Zealand on their own and then claim asylum.  Such cases are dealt with individually by the Refugee Service Branch of the Immigration New Zealand Service, or by the Refugee Status Appeals Authority. Only a small percentage of such claims are validated and approved (the majority are considered economic migrants, and refused).
