How can I waterproof a new 2ND floor pressure treated deck so it provides a dry area over the deck below it ?

a good waterseal will protect the wood for a few years, but you will not be able to seal it and make it a roof for the are below.  a deck needs space between the planks to prevent mold, discoloring, etc.

There is an underdeck ceiling system available for that purpose.   It is available at Home Depot (where I normally shop) and probably other home improvement stores.

One brand is underdeck.
