Well, if you know what you want to write about you can send the publication a query letter. Basically this is a pitch that is used to get the editor interested in your story, and then to secure an assignment as a freelancer.

Contact the paper and ask if they have writer's guidelines. That should outline their processes and compensation. If they don't have that, ask for some suggestions as to an approach.

If you do decide to write a letter make your story angle relevant to the readers of the publication and exciting. Include your contact information. Send the letter to the editor that applies, you can usually get this info from a web site.

Include any writing samples you may have.

Then follow-up. It may take some persistance but keep it up.
