Actually, I believe the maximum weight for the Flat Rate Box sent Internationally is 20 pounds.

Law of averages. For every box that goes with a lot of weight, there are more that go out with less weight that normal. On the whole, it will average out slightly in favor of USPS.

The Flat Rate Boxes are designed for convenience, not necessarily to give the consumer the best rate. many times it would be less to use a regular box and pay by weight and zone.
