How can a 15 year old, sell items for a fundraiser?

I want to make a fundraiser to help animal shelters! I'm planing to sell (handmade) Dog cookies (i got recipes from a dog book i got), ribbons, collars, leashes, storage boxes, and some people necklace's, bracelets, and phone charms. How can i make a fundraiser? is there any websites that tell you how to can start? do i need permission from my town? Where can i make it?

Or sell everything on eBay.

Going door to door would probably be your best bet. Flyers might help too. Put them where 'pet-conscious' people might see them. Possibly in pet stores if they allow you.

You don't need permission to put flyers on areas like lamp posts and things of that nature.

The merchandise will be made at your home- makes sure you can keep you with demand if you end up well.

And, about eBay, you could always get your parents or guardians to post them for you.
