How can a Central Govt employee who has been sentenced & was in jail serving sentence, was acquitted in H.C?

After joining duty was given back dated promotion during the period he was in jail, also this period was shown as regular attendence with all the benefits & retroprospective-prospective benefits. Pl give ans with law/rule knowledge.Kartooskangroo
