  1. I think there is a limit imposed by Chavez. However, the best way will be for you to get in contact with the american embassy and a bank (american preferably) and do the exchange via their system. It is usually less than 10 thousands without a problem but with Chavez you never know! Better do it legally with a banking system.

If you can't do it at the airport, you'll have to find a local bank - a LARGE one - who deals with foreign currency.  As for caps, some customs/immigration forms for entering a country limit the amount of money you can transport.  I only know the US asks about amounts over $10,000.  Try an embassy website.

  3. CADIVI has a web page you should look at.

    You can also ask at the embassy. You can't just exchange bolivares for US dollars at your nearest bank because it has to go through CADIVI first.
