How can a child that has been abused, black eyes,bruses, scrapes,be released back to the home where the abuse?

the child told 3nurses,and a female from domestic violance that he was afraid to return to that home,his 15 year old sister did the abuse. the child didn't get checked out at the hospital because the home where the primary custody was is where the violence is taking place

Because the social workers were hanging out at the coffee shop instead of doing their job?

Call the local social service agency.  File a report.  At least then you know you've done as much as you can legally do in this situation.

That's cruel.  Maybe the 15-yr old sister is sick.  This should be reported to the Social Welfare Department and to the police. But where are the parents of these children?  The parents should also be held liable for these acts.

Please clarify whether or not the child was or was not sent back home.

If he is not back home, good.  The 15 year old needs to be removed from the home and placed in juvenile hall and/or foster care/group home.  If this were my two children, I would have no problem choosing a younger child over an abusive 15 year old. What will happen when she shakes him, punches him and punctures a lung, and kills the poor boy?  It could happen and it does.

IF you mean that thechild has been released, you need to get that 15 year old OUT of there.  Press charges.
