I see how they work with the committee asking witnesses/experts questions. Can a normal citizen participate in or watch these hearings w/o getting it through Cspan or a news source.

  1. by getting busted

  2. The meeting should be help open to the public.  You may want to check on that.  The meeting should also be posted somewhere.

  3. most meetings (except some special committees) are open to the public.  just go early and you'll get a seat.  being asked to speak on one is a different thing.  those people have expertise and are well connected.

  4. Generally by just showing up. There are some meetings however that are held for specific audiences and unless you belong to the selected group you can not attend. I tried to attend two of Bush's and one of Chaney's campaign appearances but was not allowed to. I was told they were only for select people who had already been identified. I challenged one of them as they came in and they said the same thing; and that you had to be a Bush supporter. They did not want any questions or derogatory remarks made during the visits.

  5. Depends on the committee and what the hearings are about.  Some are open to public comment, you usually just fill out a form when you get there.

  6. Our Govt. is formed in a democratic way, i.e. by conducting elections of representatives to the executive bodies such as members to the Legislative Assemblies ( for state levels) and members of Parliament ( for Union level) from the eleigible voters of Countries Citizen;  who are authorised to take decisions and question the functions and also give suggestions, pass the resolutions, pass the financial Budgets & expenditures of the respective jurisdictions upto a certain period i.e. upto 5 years or upto dissolving the elected bodies by the respective Authorities mentioned in our Constitution. These elected representatives are assisted by a number Bureaucrats and Officers forming the Govt. to function. The question of citizen participate in government hearings doesn't arise in all the occassions, (There are 100 crore citizens living in our Country),except in a special occassions wherein necessity arise.  Any how now a days media participation in all the Govt. hearings or activities is improved a lot.  This itself communication to the Citizens the open activities of Govt. including the Legislative Assemblies sessions and Parliament sessions in live are telecasted.   But the question of an ordinary Citizen participating in government hearings doesn't arise.  Some ordinary citizens have been nominated by the President of India in Parliament will be equally given representation along with elected representatives of Parliament.  That's all.  But the question is not clear by the asker "why the citizen participating in Govt. hearings."
