The only way a country could "protect" itself would be to make a massive network of underground bunkers powered either with nuclear or geothermal energy.  With enough energy you can power greenhouses for food and clean air and also whatever filtering and recycling needs may arise, it's possible, but requires massive investment and even then you can only protect a fraction of the population.

  3. Move.  There is no protection.  If the winds carry to radioactive material to you there is no hiding.  You can sit in a lead lined basement but once you run out of food you'll be coming up to a poisoned area anyway.

  4. Stockpile a lot of Boron. The Russians used boron on the remains of the Chernobyl reactor after it exploded.

    Boron in the form of Sodium TetraBorate is available in the laundry detergent aisle of your nearest supermarket.

    Build a gas mask with steel wool for the filter.

    Always use Iodized salt, or take a potassium iodide supliment.
