How can a low cost hospital find the best employees with their budget salaries?

ours is a low cost hospital with world class surgeries and treatments but finding non medical staff with good iq and reasonable qualification is proving to be difficult and affecting patients service quality. we intend to give the best service inspite of our low cost medical care as it is for pride and service rather than profit.

Use your imagination. Offer training, free meals, more holidays, concierge service (a keyholder to let the plumber in), flexable working, free healthcare. Can the hospital help with childcare?
