Best place to learn is in an empty parking lot.  I learned at a school parking lot on the weekend.  And of course, be sure to be accompanied by an adult with a driver's license.

Start by studying the traffic laws.  Your DMV will provide you with a guide to study.  Take the written test and get your "learner's permit."  

In any area there are a few driving schools.  For $200-400 you can get a complete practical  program.  They provide the instructor and the vehicle.  They will even assist you at the DMV when you take your driving test.  

Google "driving school" with the name of your state or city and you will have several choices.

If you cannot afford the driving course, then you don't need to learn to drive because you will not be able to afford the car, the insurance, and the gas.  It is far better to learn from an experienced instructor than from a family member.

if you are straped on money have one of your parents of older family members to teach you. its not that hard once you start.

take a driving class, or get help from someone who alreaDY KNOWS HOW TO DRIVE. ask them to take u to parking lots in a sunday morning to practice, coz parking lots are basically empty during those days. examples are, the parking places in morrisons, sainsburys etc
