How can a person residing in the dominican republic acquire australian visa?

The reason i ask this it's because there's no Australian embassy or consulate on the island.

I've heard that the high commission of Australia in Trinidad and Tobago is accredited to 13 countries in the Caribbean including Dominican Republic, but i don't understand and i haven't found reliable information about it. So i would appreciate if someone could explain me all this. By the way, it can be any type of Australian visa.
