How can a person who never had a drivers license but were driving anyway and got pulled over many times get a driver license in PA?

  2. If you had your driving privileges revoked, then you HAVE TO wait till time passes.

    Otherwise, you just go to DMV and just get permit then a license.

  3. depending on age.  In the state of Florida, drivers under the age of 18 are required to hold a Florida Learning Drivers license for up and till on year and after the one year mark you are allowed to tak a test to have your real license with restrictions.  Learners permits are given to 15 year olds and a drivers license after a year can be given to a 16 year old.  Restrictions include no after 11 p.m driving for a 16 year old and no later than 1 a.m. driving for a 17 year old unless acompanied by a driver 21 years of age or older.  

    other states- simply just go to your local DMV and ask for your self what it is that you must do to obtain your license.  Usually a test if over a certain age limit.

If they have been pulled over repeatedly then they probably have a suspended license or something like that.  As a result they probably won't be able to get one in PA or any other state.  If they are eligible, just go to any Penn dot (dmv) location.  You must take the permit test then, if you are over 18, you are eligible for the license test immediately.  If you are under 18 you will have to wait 6 months before taking the road test.  Register for a test online ASAP as most road tests in PA take about a month to get.
