How could a pervian get a british passport whilst living in peru?

how long would it take?

and what would he/she have to do to obtain a british passport??

Only if his/her both or one of the parents are British citizens (if only father is British then parents must be married before his/her birth) . . . he/she can get it by applying in UK Embassy in Peru. Otherwise there is no chance for one to get a British passport while living in Peru.
