  1. If it's completely disconnected, the person whose name is on the phone would have to call and cancel the service.

If you are getting a recording saying it's "temporarily disconnected", it could be because they haven't paid their phone bill, and the phone company has shut off service until the bill is paid.

If they go long enough without paying the bill, the phone company will terminate service, and you'll get the same recording as if they had ended it voluntarily.

If you're worried that someone cut their phone line, you would not get a recording saying the phone is disconnected. You would hear the phone ring and ring, but it wouldn't be ringing on the other end, so no one would pick up. You would NOT get a recording saying the phone has been disconnected.

  2. When someone changes their cell phone number, it goes to a recording "the number you have reached is no longer in service..."  Or they could have ended their service completely, not paid their bill... only things i can think of. Try contacting their place of employment as long as you are mutual friends asking if you can leave a message. Or call one of their family members. Good luck

  3. The subscriber can ask to get the phone disconnected (they no longer want the service). Or if they get too far behind with the payments, the company will disconnect the phone.
